Titles

If you are going to name a book do you put it in quotation marks?
The same for a short story; do you underline it?
What is the difference between ' and "?

"The Pit and the Pendulum" is published in The Tales of Edgar Allen Poe or in The Tales of Edgar Allen Poe . I was taught (100 years ago) to use (') only as an apostrophe to show possession or contraction. Now, I think it's used a lot in place of ("), but not for the use you are thinking of here.
