Title followed by name correct?

Hi. Please help. I believe numbers 1 and 2 are correct. How about number 3? Is it correct?

1. I met mayor John Doe yesterday.
2. I met the mayor John Doe yesterday.

Hi. Please help me with this, too. Is this correct? If yes, should we capitalize the title "mayor" in the example sentence? Thank you in advance again for your help.

He read a book written by the mayor John Doe.

I would write He read a book by the mayor, John Doe.
Generally we capitalize a title when we use it as part of the person's name, but not when we use it as a job title.
Of course Senator Johnson knows how to get things done. He has been a senator since 1996.
The job title may optionally be capitalized if it is a particularly prestigious one.
