Title Capitalization: On-Site Review or On-site Review

If I am using on-site review in a title do I capitalize both on and site?

That's a style issue - I would capitalize both.

It is not a style issue - if you hyphenate, you concatenate and it effectively becomes one word. On-site.

And it IS a style issue whether you capitalize it as "On-Site Review" or "On-site Review" when you write it as a title.
