Title

Hello everybody,

There are the titles from English version of one non-English paper below.
Is it correct? If so, why do they use an indefinite form of verb?

Is it like "have to" meaning?

Thanks.

In newspaper headlines it's common to see "to" instead of "will". The idea is the same.

Thanks a lot CJ.

Does it mean that this applies only/mostly to headlines?
