Times are a-changing

Hi everybody,
I've heard this style figure or whatever it is so many times before (nick cave lyrics for instance or bob dylan as said in the subject) and I'm very interested what exactly this is. Is it some form of archaic language, a style figure or just nothing that sound good? Is there a name for it and what is the background, because I really like the way it sounds but noone ever mentioned it when I was learning English.
