Timeless yet time-bound tale

Generously drawing comparisons to yester-years female legends Nutan and Meena Kumari, Subhash K Jha, film critic said, "Deepika Padukone gives to the timless yet time-bound tale the kind of fluent grace and eloquent spin."

Please explain to me the highlighted parts.

I suspect "time-bound" refers to the setting, or the time period of the story line. I think you'd say that "The Flintstones" is "time-bound" in this respect, as is "The Jetsons," on the other end of the time scale. Yet both of these cartoons deal with everyday subjects which we can all relate to, so they are never out of date.

Did you ever watch the re-runs of the old cartoon series, "The Flintstones"? It's a story (tale) about a family living in the stone age. Fred Flintstone and his buddy Barney are "cave-men."
So the story is time bound. That is, it's stuck in a particular period in history.
