Time vs the time

Hi,

When do I have to put "the" on the word "time"? What is the difference between "time" and "the time"? The sentence below is from a movie script, and why the first has "the" and the second doesn't?

We jsut don't have the time to train 'em (dogs), who has time to train 'em?
