That could only have sprung from the time-tempered mind of a man with your life's experience ripping off unsuspecting car enthusiasts.

What does the work time-tempered mean?

I am not sure about this. "a time-tempered mind". on its own I would say a mind tempered by the passage of time.

I am not sure about this. "a time-tempered mind". on its own I would say a mind tempered by the passage of time. ie moderated by the passage of time. But this does not fit with the rest which is definitely not tempered.
Unless they mean the "tempered" to with the treatment of steel, whereby it is made hard & resilient.
But to do with the mind I would only associate "tempered" as being

"time-tempered" means strong/established/durable/fervent/resilient due to prolonged period/time.
