Time reference in “God IS”

hi: the following sentence was taken from Emerson's essay ("Circles"):

We learn that God IS; that he is in me; and that all things are shadows of him.

My question is how to paraphrase "God IS"? And how to understand the time reference of "IS"? Does the "are" in the quoted sentence have the same inherent meaning as "IS" with regard to time reference?
