Time passes vs time runs

Is there any difference between saying 'time passes' and 'time runs'?

For example:

1) Time passes fast.
2) Time runs fast.

I can't think of a reason you can't say "Time runs fast" in the sense "passes quickly", but we normally don't. Time runs out, down and short, but they are figures of speech. Time flies, too.
