'Time' or 'the time'?

What do people can’t afford to buy? It’s (time, the time)…the time to satisfy their true desires or passions.

"Afford" means to have the money to buy, so "What can people not afford?"

I see it this way.

The writer is talking of spending time, not money.
eg That's a nice sweater but I can't afford (to spend) $100.
