Time is always too short for those who need it

An aphorism: "Time is always too short for those who need it." Please, help me to understand it correctly.
I have two interpretations:
1) Those who need time always think there's isn't enough of it.
2) People who actually need time always experience / suffer lack of it.

Dark Fury I have two interpretations So do I; I think both are applicable, but I suggest that since it is an aphorism, #1 is probably meant.
