time expressions

Dear teachers,
Would you please tell me:
1) "During the interview" is 'during' a preposition ?
2) whether he goes or stays is not for me to decide.
“the present certainly sounds better than the future or is required, where it relates to non-temporal conditions.” Is that true?
All the best,
Hela
