Time adverb question

A sentence goes like this:

An judgment was entered December 29, 1949.

My question is why there is no preposition before the date. If the whole date can be used as an adverb like "today", "tomorrow", etc. Can I say something like:

He was born December 29, 1949.

Instead of saying:

He was born ON December 29, 1949.
