Can I write : flow of time can really be varied or for that matter can be manipulated.

It is not clear whether what you have written is supposed to be a complete sentence or a fragment. There would normally have to be something before "flow of time": at the simplest, " The flow of time". I would put a comma before "or", and probably also commas around "for that matter".

I wonder if it might be better, then, to say that "the flow of time can really vary, or, for that matter, can be manipulated".
