Time

Scenario: I'm asking the seller about his past experience with his customers about shipping.

Are all of these okay?

1. Is there a time where the product didn't come? (With 'is' here, it is kinda of ambiguous right? It could mean the present time of the situtaion, or I could be asking about a fact which is unlikely because of the past tense 'didn't'?)

2. Was there a time where the product didn't come?

3. Has there been a time where the product didn't come?

Thanks.
