Tight/snug

Hi,

"The shoes are too tight on the instep."

"The shoes are too snug on the instep."

I can hardly move my feet around in them. They are putting a lot of pressure on my insteps.

Are both of the sentences correct?

Also, the word "snug" has a distinctive sound that can have negative implications in certain contexts. I never use it.
