Ties are worn

1-Ties are worn on formal ceremonies.

Can't this sentence be used in two different contexts:
a-On formal ceremonies, ties are worn. That is what one has to do in a formal ceremony. Now, maybe ties can be worn when there is no formal ceremony.
and:
b-Ties are not worn when there is no formal ceremony. In order for you to wear a tie, there has to be a formal ceremony.
Ties are worn only on formal ceremonies. (One might probably say this to someone who is wearing a tie for no reason at all.)

Hello Navi, Sorry, but I do not fully understand your question. A necktie, or a bow tie, or whatever kind of tie, can be worn whenever the person wearing it so desires. "Ties are worn on formal ceremonies " is not a command.

Let us imagine a society where ties are only worn on formal occasions.
Now I see a friend who is wearing a tie although there is no formal occasion. Could I say to him:

In an imaginary society, or even one where it is simply not the fashion, "only" would not be required because everyone would understand that it is implied.
