tied up as to whom

I google the set of words but couldn't come up with anything. Is it correct and natural?

It was all tied up as to whom would get the "Most Valuable Player" award until this decisive game.

Thanks

"whom" should be "who". I think "all tied up as to" is acceptable here provided it is not a very formal context. The rest of the sentence is OK.
