That is not a fixed expression in standard English, and I have never encountered it. I would have to guess, and I don't want to. Did you hear that on a TV show or what? What was the situation, and exactly what was said by whom? Do you have a link?

Somebody is very suprised by a nice welcoming commitee, who tell the program of the event ... and says: Well, tie me up and throw me down, this just keeps gettin´ better and better.

Think, this must be an idiom!

It sounds like something related to the rodeo (calf roping, in particular)
A related expression- "well I'll be dogged! " (I am surprised as that little calf is when he runs out of the chute.)
