Tie itself to mast via sequestration?

Hello everybody.


For example, the US Congress—which has a long-standing and impressive track record when it comes to spending beyond its means—attempted to tie itself to the mast via sequestration, a set of spending cuts designed to be so unpalatable to both Democrats and Republicans that they would have to come to consensus on a better plan. Nice try; sequestration didn’t lead to any substantive agreements between the two parties. The penalties were too small and the loopholes too big.

In fact the above is as the following, am just right?

Jamal 1315 Is US Congress different from the two parties? I don't see how. The writer seems to be saying that there was some collusion in Congress that did not occur in the parties at large, which seems unlikely.

I don't see how. The writer seems to be saying that there was some collusion in Congress that did not occur in the parties at large, which seems unlikely. I would need him to tell me what the heck he was talking about.
