Tidy up all

"Sloppy" people also tend to arrange
and tidy up all they see, which make them regarded as fastidious.

I found one part of this sentence is weird.

Can all be used independently? (I though "all" should be used like 'all things they buy', 'all people they see', 'all dogs they see' etc.

"All" is fine in your example.

I'd say it works like a pronoun here. They tidy up everything they see.
