Tidy bow?

Hi all,

This is from a description of a small town, which actually is a front for a factory which runs experimental tests on some weird creatures.

"It sits there, tidy bows and all, within a seemingly normal community. Underneath it all, it's a place of torment and death."

What does "tidy bow" mean here? I couldn't find any dictionary explanation and on the Internet, all I could find was an irrelevant sports article: http://www.theguardian.pe.ca/Sports/Football/2013-02-03/article-3169783/Lewis-puts-tidy-bow-on-17-year-career-with-satisfying-Super-Bowl-victory/1

It might refer to smartly tied bow ties, suggesting a seemingly civilised community, symbolised by those who dress well externally.

That sounds quite good. Thanks a lot, since there is no other-clearer- explanation, I'll go with that.

Thanks again,
