1. Tickle ice cream
Tickle is a verb. Ice cream is a noun.
So "I tickle ice cream." is a lexical sentence, but ice cream is not typically capable of being tickled.

2. Ticklish ice cream
"Ticklish" is an adjective, and is means someone that is sensitive to tickling. Since ice cream cannot laugh or giggle,"ticklish ice cream" makes no sense.

No. I meant tickle that you do with hands on others.
I was watching a children's program and this came up, and I couldn't quite sort it out.

Oh, that explains a lot. The show is playing with a nonsense concept to appeal to kids.

No, you can't add a tickle to ice cream, any more than you could add a wink or a squat.

But if you could, the name for it would be #1: tickle ice cream.
