Thus

This is a sentence from a well-known & respected writer: "Thus was created the occasion for this open letter."

My question is why isn't it just "Thus created the occasion …"

I assume his is right, but why? Thank you.

Passive voice.

The occasion created ... Active.
The occasion was created ... Passive. (Somebody or something else created the occasion.)

Inverted structure, as in the original you quoted:

Thus created ... Active.
Thus was created ... Passive.
