I ran into this expression - "maybe it's time to throw everything to the devil and go off to..." in a context of leaving all his responsibilities, of which he's very tired, behind and go to rest. I wonder if it is common way to say such a thing.

Yes, that's good, although I think there are two different feelings there:

- To **** with this!
[= it isn't worth doing, I'm going to stop doing it]

- You need to let it all go to **** for a few days
[= you have become so wrapped in the problem that the best thing to do is walk away for a bit. When you come back you will see it in a new light]

No, I think that is more unusual, although there is certainly an expression 'Go dance with the devil'. That means that you throw away all your responsibilities and, I guess, live dangerously
