Throw away the key

Hi teachers, what does "throw away the key" mean? Is it idiom? This is the context: You're under a criminal indictment. If they catch you jumping bail, they'll throw away the key. Even if you get away with it, you'll never be able to come home.

Thanks for your attention.

The full expression is "lock (someone) up and throw away the key", and the sentence would have been better that way. If you throw away the key, they will never get out.
