"Three weeks time." Would it be weeks or weeks'?

I have been in discussion with colleagues, which is correct (and it is very important) "We will be on in three weeks time" or We will be done in 3 weeks' time?" Thank you!

Ha! This type of question was on my technical writing test last week. " When writing out one or two word numbers, such as "twenty five dollars" or " five days," spell them out.
