Three weeks before (USAGE)
Hello Teachers,
Context: The student data will be available in database three weeks before the course start date till the course end date.
(1) Are the following sentences really convey the above context?
a) The student data will not be available in database anytime three weeks before the course start date.
b) The student data will be available in database from three weeks before the course start date until the course end date.
(2) Would you please explain any other better way of conveying the sentence (1) a and (1) b?

I cannot tell whether your sentences are right or not. But if I were you I might say like below.
a) The student data will not be available in database until three weeks before the date the course starts.
b) The student data will be available in database from three weeks before the date the course starts until the date the course ends.

'Database' is a count noun. You need to say 'a' or 'the'.
It's correct to say '. . .from the date the course starts until the date the course ends . . .' but a shorter and common way to say it, especially in a computer system context, is '. . . from the course start-date to the end-date . . .'
