1. During the state of emergency between 1990 and 1991, there was an unsuccessful effort on the part of the army to restart the process of acquiring the land.
2. During the state of emergency between 2007 and 2008, there was an effort on the part of the army to restart the process of acquiring the land, but somehow it was stalled.
3. During the state of emergency between 2007 and 2008, there was an effort on the part of the army to restart the process of acquiring the land, but eventually it hit the snag as the army failed to secure the approval of the government.
