When you hear those words "three for one icecream" on sale, what do you think they are? Do the words "three for one" mean "three items for a price of one" or "a package in which three items are in"? What are they related to the price anyway?

It would mean three items for the cost of one. I've not heard of a three-for-one offer though - that would be very generous. Two-for-one offers are quite common.
