if the verb 'threaten' is to be used (and not, for instance, He is scared of me, etc.) then threatened by me can be seen as a passive equivalent of

I threaten him. ~ He is threatened by me.

Frankly, there is no immediate need to introduce passive where active voice perfectly fits.
