Thought

Are both of these correct? What do they mean?

1. I thought you have seen this before. (If this is bad English, why?)

2. I thought you had seen this before. (Is this one better because I have two past tenses, meaning that I should use past perfect?)

I had my thought in the past. "I thought" is past, versus "I think," which is present.

And in that time in the past, when I had that thought, I though something had already happened even FURTHER in the past, so it was "had seen" versus "have seen."
