Doesn't "those" in "Tom is just one of those people" refer to "normal?" i.e. normal people(but in a little negative way..?)
I thought it's an idiomatic expression of something.

It is indeed an expression (He's one of THOSE people!) but only context will tell us what kind of person is referred to; that is not part of the idiom. They could be careless drivers, pompous bureaucrats, intellectuals, cat lovers, or musicians.

In any case, of that's what you meant, then your original two 'those's are not synonymous.
