Thme definition of touchy. Thanks

Dear all,

I do not know the exact definition of "touchy" in the following sentence. Could you explain it for me? Thank you very much.

He is a pretty touchy kind of person, so he likes to hug people when he sees his friends.

Thanks again.

When "touchy" is used in this sense I expect it to be followed by "feely" to create the idiom "touchy feely".
