This Tom speaking. VS. This Tom's speaking.
I have heard the first one often on the phone, and I was wondering if the latter one is fine to use? And they mean the same? Thank you so much as usual.

Both are incorrect. What you probably heard is 'This is Tom speaking' or just the short 'Tom speaking'.
These are standard expressions.
