Developing the tests to do this study without further endangering
chimp populations took seven years.

may be rephrased:

It took seven years to develop the tests which allow this study to be performed without further endangering chimp populations.

I'm not sure if the latter is any more comprehensible to you.

This study does not further endanger chimp populations, does it?

Correct. But the sentence means that it took a long time to find a way to do the study without endangering them.

without further endangering chimps =without endangering chimps?

I can't imagine that the tests could develop without any endangerment.

Without further endangering chimp populations...

The chimp populations are already endangered. They don't want to make the situation worse.

If you leave out the 'further' then you lose the meaning of the populations existing endangered status.
