This sentence using 'has advocated' is correct, isn't it?


Mr. James Smith, their school head, has advocated intensive school campaigns against bullying by implementing school programs that promote conducive, friendly, and safe environment, where teachers and students make meaningful and lasting connections necessary for lifelong learning.
