This sentence is difficult to understand. Could anyone help me?

There is a sentence:

There is no formal date for when Tom became a teacher (other than it would have been in 2008).

What we can know from the sentence?

A) The speaker is sure that tom became a teacher in 2008.

B) The speaker speculates that tom became a teacher in 2008.

C) The speaker confirms that Tom didn’t become a teacher in 2008. (Tom has an opportunity to become a teacher in 2008, but at last he failed.).

I guess the answer should be C), because "would have been" was uesd there, it is used to talk about something that did not happen. But I'm not sure.

Thanks AlpheccaStars. but if the speaker is sure that tom became a teacher in 2008, why didn't he say "it was in 2008" directly? In fact, he said "it would have been in 2008". How to understand "would have been" in this sentence?
