Can any one explain me what tense is "to be done" and and the whole meaning of the sentence.

I have seen usage of infinitive extensively on news channels(to be done,to be written,to be given etc).i tried many times to catch its meaning but i couldn't succeed. Could you pls explain me what is passive infinitive with examples and how we can use it?
