This restaurant has stopped working/functioning.

Do the given sentences mean the same? Would you please suggest some other equivalent?
1: This restaurant has stopped working/functioning.
2: This restaurant is no more active.

To me, it sounds as though the restaurant is still open and doing business, but has been having a lot of problems and is possibly operating at a loss at the moment.
