This percentage to 15(%) by 2015?
Please look at this sentence.
"The nation's goal is to reduce this percentage to 15 by 2015."
Is this sentence right? I think it should be written as "15 per cent by 2015".
Are both okay?

Both are awkward. A native speaker would prefer
eg "The nation's goal is to reduce this to 15 per cent by 2015."
eg "The nation's goal is to reduce this to 15 per cent by 2015."
