This paper proposed or this paper proposes

Hi
I need to write a summary for a paper which has been written and the experiment has been done. But not sure about which of the following is best. This paper proposed or this paper proposes
I think sticking to the past tense is best but I'm not sure.
Can anyone help me with this problem?
I'd appreciate any help
