Please help me with these.
Please avoid this kind of examples.
Is this OK when I see one example?

Is this OK when I more than one?

She seems/seems to be happy.
Which is better?

She am going to suggest for more stringent punishments for the offenders.
She am going to suggest that they should give more stringent punishments for the offenders.
Is the first sentence grammatical? I have a doubt with the underlined portion. I think the second one is OK.
