This is to avoid

Could anybody help me to understand what the second sentence means:

Parts should not be removed from the container until they are required for manipulation. This is to avoid exceeding the two hour manipulation time limit.

Could it mean that the two hours of manipulation time should not be exceeded?

Thanks a lot for your reply, of course your interpretation is correct and there is nothing strange about this sentence. The instructions are about the processing of aluminium alloys. And I think the author is a native speaker.

Yes, I suspect the writer is a technical person who ardently believes that all manuals and instructions need to be written in the passive voice.
