This is the last time

According to Aspara Gus, 'This is the last time I write to you' is 'not great'; according to grammar books, when we say 'this is the nth time I XYZ', we need to use the present perfect tense, but how about a combination?

This is the second and last time that the author uses XYZ.

In the above sentence, should USES change to HAS USED?

In the above sentence, should USES change to HAS USED? Not if you are indicating the text. You can consider it from the vantage point of the writer (then) or the vantage point of the reader (now).
