This is one of the hardest books in the world to understand

Hello everyone.

Do you think that the infinitive can still refer to "hardest" though it is far away from the noun phrase "the hardest books" ?(There is "in the world" between them, but I think it doesn't matter. "To understand" still refer to the noun phrase)
