This is a quote, but is it wrong

This is a quote, but if you take it as a sentence, is it wrong in terms of grammar?

Does it make sense to say 'take it as a sentence' in the sentence above?

"The faster a vehicle's going," Eichkorn said, "when it crashes there's more property damage, more injury to human beings and a greater potential for death."

"Officers a lot of times will give leeway, simply due to the fact that there are so many other vehicles going quite a bit excessive of the 5, 10 mph," said Lawrence Police Sgt. Dan Ward.

Hi, This is a quote, but if you take it as a sentence, is it wrong in terms of grammar? Does it make sense to say 'take it as a sentence' in the sentence above? I know what you mean, but your wording seems to suggest that a quote is not normally a sentence.
