Hi,
May I know why B and D can not work?

I asked this question in http://forum.wordreference.com/threads/this-caution-is-understandable-particularly-%E2%80%A6%E2%80%A6%E2%80%A6%E2%80%A6%E2%80%A6%E2%80%A6-five-years.3239261/#post-16395447 and two nonnative English speakers answered it but I couldn't understand their explanations very well.

I will be grateful if you tell me what's wrong with B and D.

Thank you.

B is wrong because inflation is not a caution.
This caution is understandable: particularly companies' unwillingness to hire new workers over the past five years.
The underlined is a cautionary act that companies might make.

D is wrong because "raise" is a verb.

Thanks for answering but I see nothing wrong with "with inflation raise". "raise" is used as a noun here.

If we can't use "raise" as a noun?

Dictionaries say that it can also be used a noun.
