I read that somewhere: "This assignment develops a simple le system using the Linux kernel..."

My question is: can you say that an assignment develops?

I think that it's not logical. You develop what's assigned, or the assignment consist of developing...

I understand your objection, but it's a very common usage, right or wrong. The "assignment" seems to be confused with the person who performs it.

"The assignment is to do X" becomes "The assignment does X."
"This assignment is covering Boston and New York" becomes "This assignment covers Boston and New York."
"The job is to handle customer complaints." become
